IMPLEMENTATION OF ELECTRONICALLY AFFIXED EXPORTER SIGNATURE AND OFFICIAL SEAL VIA THE ePCO SYSTEM

The Ministry of Investment, Trade and Industry (MITI) of Malaysia introduced the revised module for the implementation of affixed exporter signature and official seal of the Preferential Certificate of Origin (PCO) since 15 January 2025 for the following Free Trade Agreement (FTA) schemes:

1. ASEAN Trade in Goods Agreement (Form D);
2. ASEAN - China Free Trade Agreement (Form E);
3. ASEAN - Korea Free Trade Agreement (Form AK);
4. ASEAN - Japan Comprehensive Economic Partnership (Form AJCEP);
5. ASEAN - India Free Trade Agreement (Form AI);
6. ASEAN - Australia - New Zealand Free Trade Agreement (Form AANZ);
7. ASEAN - Hong Kong Free Trade Agreement (Form AHK);
8. Regional Comprehensive Economic Partnership Agreement (Form RCEP);
9. Comprehensive and Progressive Agreement for Trans-Pacific Partnership (Form CPTPP);
10. Malaysia - Japan Economic Partnership Agreement (Form MJEPA);
11. Malaysia - Pakistan Comprehensive Economic Partnership Agreement (Form MPCEPA);
12. Malaysia - New Zealand Free Trade Agreement (Form MNZFTA);
13. Malaysia - Chile Free Trade Agreement (Form MCFTA);
14. Malaysia - India Comprehensive Economic Cooperation Agreement (Form MICECA);
15. Malaysia - Australia Free Trade Agreement (Form MAFTA);
16. Malaysia - Turkey Free Trade Agreement (Form MTFTA);
17. The Developing Eight Organisation for Economic Cooperation (D8 Certificate of Origin); and
18. Trade Preferential System among the Member States of Organization of the Islamic Conference (TPS-OIC Certificate of Origin).

The affixed exporter signature and official seal in ePCO simplify the process by eliminating manual signatures and streamlines the issuance of multiple Certificates of Origin without manual signing and company seal stamping.

Exporters are required to submit the Duplicate copy of the PCO to MITI Service Counter at Menara MITI or MITI Regional Offices on a monthly basis. For any enquiries, please email to pco@miti.gov.my.
