SIRIM: FULL IMPLEMENTATION OF EPD REQUIREMENT FOR CERTIFICATES OF APPROVAL (COA) FOR IRON AND STEEL PRODUCTS THROUGH THE EPERMIT SYSTEM

NOTICE: FULL IMPLEMENTATION OF EPD REQUIREMENT FOR CERTIFICATES OF APPROVAL (COA) FOR IRON AND STEEL PRODUCTS THROUGH THE EPERMIT SYSTEM

With respect to the above and our announcement dated 11 September 2025, please be advised as follows.

Effective 1 October 2025, the Ministry of Investment, Trade and Industry (MITI) has strengthened the Certificate of Approval (COA) process for the importation of selected long iron and steel products. These products include Bars, Cold Drawn Bars, Wire Rods, and Wire Products.

Accordingly, for importers who are still in the process of obtaining the report, SIRIM has granted flexibility to submit a Letter of Undertaking to allow products that have arrived at the point of entry for the purpose of applying for the Certificate of Approval (COA).

However, the use of the Letter of Undertaking will cease on 30 June 2026. Any importer who fails to submit the EPD after that date shall be prohibited from importing the said products, and if the consignment arrives at the national entry point, it must be returned to the country of origin or to any other country. No further consideration will be given, and SIRIM shall not be responsible for any losses incurred by the importer due to failure to comply with this directive.

NOTIFICATION: IMPLEMENTATION OF CERTIFICATE OF ORIGIN UNDER AANZFTA SECOND PROTOCOL

NOTIFICATION: IMPLEMENTATION OF CERTIFICATE OF ORIGIN UNDER AANZFTA SECOND PROTOCOL

Please be informed that under the Second Protocol of the ASEAN–Australia–New Zealand Free Trade Agreement (AANZFTA), exporters are now allowed to print the Certificate of Origin (CO) directly from the ePCO system using A4-sized white paper.

With this implementation, there is no longer a need to purchase pre-formatted CO books from the Federation of Malaysian Manufacturers (FMM).

This change will take effect on 11 March 2026 (Wednesday).

NOTIFICATION OF ASW GATEWAY DOWNTIME IMPACTING APPLICATIONS OF PREFERENTIAL CERTIFICATE OF ORIGIN (PCO) UNDER ASEAN TRADE IN GOODS AGREEMENT (ATIGA) TO ASEAN MEMBER STATES

Please be informed that Malaysia has been experiencing a technical disruption at the ASEAN Single Window (ASW) Gateway due to B2Bi service issues in the production environment since 3rd February 2026.

As a result, the transmission and receipt of electronic Form D (e-Form D) under the ASEAN Trade in Goods Agreement (ATIGA) are temporarily unavailable. During this period, the Malaysian authority has reverted to the issuance of hardcopy Form D until further notice.

For detailed procedures and applicable scenarios, kindly refer to the attached official announcement issued by the Ministry of Investment, Trade and Industry (MITI).
