	&lt;br /&gt;
	&lt;br /&gt;
	We refer to our earlier announcement on the system downtime affecting applications for the Preferential Certificate of Origin (PCO) under the ASEAN Trade in Goods Agreement (ATIGA), which began on 1 April 2026 due to a technical issue with Malaysia’s ASW Gateway. This issue resulted in the temporary inability to send or receive electronic Form D (e-Form D) with ASEAN Member States (AMS).&lt;br /&gt;
	We are pleased to inform you that the ASW Gateway has resumed normal operations, and the transmission and receipt of electronic Form D (e-Form D) to and from all AMS have been fully restored with effect from 6 April 2026.&lt;br /&gt;

	Please be informed that Malaysia has been experiencing a technical disruption at the ASEAN Single Window (ASW) Gateway since &lt;strong&gt;1 April 2026&lt;/strong&gt;. As a result, the transmission and receipt of electronic Form D (e-Form D) with ASEAN Member States under the ASEAN Trade in Goods Agreement (ATIGA) are currently unavailable.&lt;br /&gt;
	&amp;nbsp;&lt;br /&gt;
	Consequently, Malaysia has temporarily reverted to the issuance of hardcopy Form D effective 2 April 2026 until further notice.&lt;br /&gt;

	&lt;u&gt;&lt;strong&gt;NOTICE: FULL IMPLEMENTATION OF EPD REQUIREMENT FOR CERTIFICATES OF APPROVAL (COA) FOR IRON AND STEEL PRODUCTS THROUGH THE EPERMIT SYSTEM&lt;/strong&gt;&lt;/u&gt;&lt;br /&gt;
	&lt;br /&gt;
	With respect to the above and our announcement dated 11 September 2025, please be advised as follows.&lt;br /&gt;
	&lt;br /&gt;
	Effective 1 October 2025, the Ministry of Investment, Trade and Industry (MITI) has strengthened the Certificate of Approval (COA) process for the importation of &lt;strong&gt;selected long iron and steel products&lt;/strong&gt;. These products include &lt;strong&gt;Bars, Cold Drawn Bars, Wire Rods, and Wire Products&lt;/strong&gt;.&lt;br /&gt;
	&lt;br /&gt;
	Accordingly, for importers who are still in the process of obtaining the report, SIRIM has granted flexibility to submit a Letter of Undertaking to allow products that have arrived at the point of entry for the purpose of applying for the Certificate of Approval (COA).&lt;br /&gt;
	&lt;br /&gt;
	However, the use of the Letter of Undertaking will cease on &lt;strong&gt;30 June 2026&lt;/strong&gt;. Any importer who &lt;strong&gt;fails to submit the EPD after that date shall be prohibited from importing the said products&lt;/strong&gt;, and if the consignment arrives at the national entry point, it must be returned to the country of origin or to any other country. No further consideration will be given, and SIRIM shall not be responsible for any losses incurred by the importer due to failure to comply with this directive.&lt;br /&gt;
	&lt;br /&gt;

	With this implementation, there is no longer a need to purchase pre-formatted CO books from the Federation of Malaysian Manufacturers (FMM).&lt;br /&gt;

	&lt;li&gt;
		&lt;span style="font-size:11px;"&gt;Syarikat &lt;u&gt;hendaklah menjelaskan bayaran fi AP Terbuka (kereta)&lt;/u&gt; secara &lt;u&gt;penuh&lt;/u&gt; &lt;u&gt;selewat-lewatnya&lt;/u&gt; pada &lt;u&gt;25 Disember 2025&lt;/u&gt;. Kegagalan menjelaskan fi tertunggak akan menjejaskan agihan peruntukan AP tahun 2026, termasuk &lt;u&gt;tindakan ke atas syarikat&lt;/u&gt; dari segi pengenaan &lt;u&gt;denda/ penalti&lt;/u&gt; mengikut &lt;u&gt;Peraturan-Peraturan Kastam (Fi Lesen Import Kenderaan Bermotor) (Pindaan) 2016&lt;/u&gt;;&lt;/span&gt;&lt;/li&gt;

	The Ministry of Investment, Trade and Industry (MITI) is pleased to announce that the Malaysia-United Arab Emirates Comprehensive Economic Partnership Agreement (MY-UAE CEPA) will officially enter into force for Malaysia on &lt;strong&gt;1 October 2025&lt;/strong&gt;. From this date, Malaysian exporters will be able to apply for the Preferential Certificate of Origin (PCO) for exports to the United Arab Emirates (UAE).&lt;br /&gt;
	&lt;br /&gt;
	The MY-UAE CEPA marks a significant milestone as &lt;strong&gt;Malaysia’s first free trade agreement with a Middle Eastern country&lt;/strong&gt;. The Agreement is expected to enhance bilateral economic cooperation, strengthen trade routes, and expand market access. The UAE, a major trading hub for the Middle East and North Africa (MENA) region, will serve as a strategic gateway for Malaysian exporters seeking to tap into wider regional markets.&lt;br /&gt;
	&lt;br /&gt;
	Application procedures for PCO under the MY-UAE CEPA are consistent with those of other implemented Free Trade Agreements. Exporters may submit applications via the ePCO system. Approved &lt;strong&gt;Form MY-UAE&lt;/strong&gt; must be printed on ISO A4 size white paper with an electronically affixed signature and official seal. Exporters are required to retain a copy of the Form for at least three (3) years and submit endorsed copies of the PCO to MITI or the nearest MITI Regional Offices on a monthly basis.&lt;br /&gt;

	CANCELLATION OF AUTO-APPROVAL FOR CERTIFICATE OF ORIGIN (CO) APPLICATIONS&lt;/strong&gt;&lt;br /&gt;
	&lt;br /&gt;
	Please be informed that, effective &lt;strong&gt;11 August 2025&lt;/strong&gt;, the &lt;strong&gt;auto-approval process for Certificate of Origin (CO) applications will be discontinued.&lt;/strong&gt;&lt;br /&gt;
	&lt;br /&gt;
	This policy change is being implemented in response to the &lt;strong&gt;high incidence of applications containing inconsistencies or not fully complying with the prescribed Rules of Origin (ROO)&lt;/strong&gt;. Furthermore, it has been observed that many applications &lt;strong&gt;neglect the necessity of attaching the required supporting documents and evidence&lt;/strong&gt; substantiating the origin of the goods.&lt;br /&gt;
	&lt;br /&gt;
	Applicants are reminded that &lt;strong&gt;auto-approval is neither a privilege nor a mandatory entitlement&lt;/strong&gt;. It is a facilitation mechanism subject to compliance with all requirements, and its continuation is dependent on responsible usage by applicants.&lt;br /&gt;
	&lt;br /&gt;
	In addition, MITI will conduct verification on all approved COs that were submitted without the required documents. Revocation of the approved CO will be carried out if the application is found to have breached ROO requirements or contained false, misleading, or incomplete information.&lt;br /&gt;

	By discontinuing auto-approval, we aim to enhance the accuracy and completeness of the information submitted, ensure compliance with ROO requirements, and reduce the likelihood of queries or rejections by importing authorities.&lt;br /&gt;

	&lt;strong&gt;NOTIFICATION OF SYSTEM DOWNTIME FOR APPLICATIONS OF PREFERENTIAL CERTIFICATE OF ORIGIN (PCO) UNDER ASEAN TRADE IN GOODS AGREEMENT (ATIGA) TO ASEAN DUE TO TECHNICAL ISSUE IN MALAYSIA’S ASW GATEWAY&lt;/strong&gt;&lt;br /&gt;
	&lt;br /&gt;
	Please be informed that &lt;strong&gt;Malaysia is currently experiencing a technical disruption&lt;/strong&gt; at the &lt;strong&gt;ASEAN Single Window (ASW) Gateway&lt;/strong&gt;, which began on &lt;strong&gt;8 June 2025&lt;/strong&gt;. This has resulted in the inability to transmit or receive &lt;strong&gt;electronic Form D (e-Form D)&lt;/strong&gt; to ASEAN Member States under the ASEAN Trade in Goods Agreement (ATIGA).&lt;br /&gt;
	&lt;br /&gt;
	Following that, &lt;strong&gt;Malaysia will temporarily revert to issuing hardcopy Form D&lt;/strong&gt; since 8 June 2025 until further notice. Please refer below to the steps that need to be undertaken by Traders/Exporters to print the paper-based Form D:&lt;br /&gt;
	&lt;br /&gt;
	&lt;u&gt;&lt;strong&gt;Actions need to be undertaken by the Trader/Exporter&lt;/strong&gt;&lt;/u&gt;&lt;br /&gt;
	&lt;br /&gt;
	&lt;u&gt;&lt;strong&gt;Scenario 1&lt;/strong&gt;&lt;/u&gt;&lt;br /&gt;
	&lt;br /&gt;
	If MITI &lt;strong&gt;has approved&lt;/strong&gt; your ATIGA e-Form D and your importers are facing difficulties in clearing the goods in that particular country due to this issue, please do the following:&lt;br /&gt;
	i. Email the e-Form D reference number to &lt;u&gt;careline@dagangnet.com&lt;/u&gt;;&lt;br /&gt;
	ii. Careline will notify the Trader/Exporter once the Form D is ready for printing;&lt;br /&gt;
	iii. Trader/Exporter can print the paper-based Form D with an electronically affixed signature and seal on A4 paper; and&lt;br /&gt;
	iv. Trader/Exporter may submit the &lt;strong&gt;printed Form D&lt;/strong&gt; directly to the importer for customs clearance.&lt;br /&gt;
	&lt;br /&gt;
	&lt;u&gt;&lt;strong&gt;Scenario 2&lt;/strong&gt;&lt;/u&gt;&lt;br /&gt;
	&lt;br /&gt;
	If you have &lt;strong&gt;yet to apply&lt;/strong&gt; the Form D, please do the following:&lt;br /&gt;
	i. Trader/Exporter may submit the application in the ePCO system as usual;&lt;br /&gt;
	(Note: the system automatically ticks the ASW Consent box)&lt;br /&gt;
	ii. Once the application approved, Trader/ Exporter shall email the e-Form D reference number to &lt;u&gt;careline@dagangnet.com&lt;/u&gt;;&lt;br /&gt;
	iii. Careline will notify the Trader/Exporter once the Form D is ready for printing;&lt;br /&gt;
	iv. Trader/Exporter can print the paper-based Form D with an electronically affixed signature and seal on A4 paper; and&lt;br /&gt;
	v. Trader/Exporter may submit the&lt;strong&gt; printed Form D&lt;/strong&gt; directly to the importer for customs clearance.&lt;br /&gt;
