As to obtain CO, applicant will need to obtain approval of the Cost Analysis (CA) as the pre-requisite requirement.
Permit Application Procedure
Cost Analysis (CA)
All CA applications must meet the requirements below:
- Company must be registered with the Companies Commission of Malaysia (SSM)
- Eligible products
- Products for export as stipulated in the list of products of the importing countries of respective schemes
- Products for export must fulfill the condition of the rules of origin under the respective schemes
- Each application must be completed with a copy of the following documents:
- Invoices of raw material purchasing
- Sample/ photograph/ products catalogue
- Flow chart of production process
- Valid manufacturing license
Note:
The ASEAN Harmonized Tariff Nomenclature (AHTN) code or Harmonized System (HS) code can be obtained from the Royal Customs of Malaysia (RMC) for every product and raw material used.
Certificate of Origin (CO)
All CO applications must meet the requirements below:
- Company that is eligible to apply for Certificates of Origin need to obtain prior approval (Cost Analysis) from MITI for product eligible under the respective schemes
- Each form must be completed for every consignment of export
- Completed Form must be submitted with:
- Sales Invoice
- Bill of Lading
- Custom's Declaration Form (K2)
Back-to-Back
- An original CO issued by the first exporting country
- Customs Declaration Form
Note:
Pre-printed application Form of Certificate of Origin can be obtained from Federation of Malaysian Manufacturers (FMM)/Chambers & Associations.

Charges
